Delivery also depends on the recipient's phone and linked devices. A powered-off phone, lost connection or unused account can leave messages at one tick without a block.
What to do next
If the conversation matters and you have a legitimate reason to contact the person, wait and use one appropriate alternative channel. Avoid repeated calls, new numbers or attempts to add the person through groups.
A block is a boundary. Even when you believe it was accidental, trying to bypass it can become intrusive. For a business contact, use the organization's published support channel rather than another private account.
